I believe this was a precautionary step taken for Sitecore versions 6.2 and earlier. That part of the code was actually provided by one of the Sitecore guys to deal with the intermittent issues of Partial Cache Clearing which wasn't perfect and didn't work 100% of the time in versions <= 6.2

I use a combination of the MediaUrlTransformer (http://trac.sitecore.net/MediaURLTransformer/) and appending the Akamai URL to the MediaManager URL when the MediaURLTransformer processor is not being called.

Interesting post, very helpful.

I was wondering, how do you deal with the URL's in your web application itself?
